Tattoo and hair follicles problem?

i had a tattoo done on my leg once a month went by i could see part of my skin through it so i had it touched up. then i could still see skin color through areas and i never picked, i did ever thing right, so i went to a better place and had it redone, i can still see skin color through in areas, i think its cuz i shave them for running purposes and the hair folicules are slightly darker than my skin color. the tattoo is a lighter blue, and in the sun ligh or any good lighting it looks like it was not done very well, but i went to the best place i could get to, theyre so good they have wone tons of awards and even advertise on tv, i dont get why my tattoo isnt looking so good. i took great care of it! i can still go get a touch up, but then i just have another month of waiting, and i dont want it to end up the same again so what do i do?
