What are the best cheap tires that handle well on snow and ice?

I want tires that I can keep on all season and I dont want to spend more than a hundred dollars a tire. Well its not that I dont want to, I can't. I live in a small town in Idaho that nows a lot and rarely gets plowed. I have looked around town, but I don't know what to get. Tires are rubber to me, I don't know a lot about them. what is the best all-season-but-excellent-in-snow tires in my price limit?
