CHILd abuse and abused since kid?

hi there im a 20 yr old guyi would love to get the hell out off my parents home since i have been chiled abused and abused i would love to live in dover or devon is it possible for me to do that can i get a coucel flat there and what do i have to do and when i do get there and do i have to pay any rent or would the councel pay for me where do i have to go in my home town to get some adive for thank you i wand friendly answers please and thank you.
