Subsidized Cobra Appeal - Complicated Question -?

I need to appeal my subsidized cobra. My old employer was ignoring my UI benefits. I got UI benefits. The Dept Of Labor hasn't posted their Appeal Forms yet. I could write a letter to HR and tell them my rights to Subsidized Cobra, but they can appeal my Unemployment. My quesiton is, how long does a employer have to appeal a Unemployment Benefit. I've been on Unemployment 12 weeks now. I am in CA. And I can't find anything on the EDD website.
