What do i need to do for a spruce tree that is dying from the top down?

this tree is about 8 ft. tall. It looks like it possibly wasn't planted deeply enough. It looks fairly healthy except for the growth at the top. This is dying and has probably lost several inches since we moved here 2 years ago. We had a drought last summer, but we have an irrigation system.
