Pain reliever for 19 month old?

Well I cant find any type of infants ibuprofen or acetaminophen, not even the generics. The stores have pulled it all of the shelves. My daughter was diagnosed with hand, foot and mouth disease and I know that the blisters in her mouth have got to be painful, cause she has already woken up from sleep 3 times in the past 2 hours. What can I do to help ease the pain? (I already now about sucking on ice pops, but that is only while she is awake.) The doctor didnt give up any prescriptions, cause it will just go away on its own.
